The Report of the Recess Commission on the Establishment of a State Supported Medical School (known as the Donahue Report after its chair, Massachusetts Senate Majority Leader Maurice Donahue), recommending the establishment of a four-year medical school, is accepted by the Senate.
Legislature enacts a proposal to establish 4-year medical school affiliated with the University of Massachusetts.
Lamar Soutter, M.D. named founding Dean of UMMS, effective February 1964.
UMass Trustees choose Worcester as site of medical school; a second vote in August 1965 reaffirms that choice.

UMMS and Hahnemann Hospital sign agreement allowing medical students to receive clinical training. The affiliation agreement is the first in city to be signed between the medical school and a hospital. Affiliation agreements were also signed that year with St. Vincent's, Memorial and Worcester City.
The House authorizes $53 million for teaching hospital at UMMS.
Senate also approves $53 million capital outlay without federal funds (which were earlier denied by federal government).

Medical Center signs contract with Belchertown State Hospital to provide healthcare to 700 residents there.
